💬 Notes for the Lab

  • Co-testing requested: run full physical / mechanical / battery / flammability on one color; run only color-specific substrate (chemical) tests on the second. This is 2 colorways, not more.
  • Battery is permanently sealed — perform abuse testing to confirm a child cannot access it without destroying the product. Please advise on 16 CFR § 1500.87 inaccessibility assessment for the sealed PCB.

  • ISO/IEC 17025 confirmation: confirm the Reese's Law / ANSI-UL-4200A battery-compartment scope is performed under your ISO/IEC 17025 accreditation (or note if subcontracted), so the report is accepted by Amazon's TIC reviewer.
  • Strap / handle tension: perform ASTM F963-23 Clause 4.9 (Tension Test) specifically on the shoulder straps and top handle. Even at age 4+, a strap or handle that detaches under load can be flagged as a safety failure — include this in the quote.
  • California Prop 65: dual-certify the phthalate results for both CPSIA and Prop 65 (Prop 65 covers a broader list, including DINP). Stating 'Prop 65 Compliant' in the report text helps avoid bounty-hunter notices in California.

  • 💰 Modular / cost-saving: do NOT re-run ball chemistry — reuse Product 2's results. Charge only for the UV-light component + finished-kit physical/labeling work. See FAQ for the full logic.
  • IEC 62471 applies to the UV keychain light. It is an active UV-emitting LED a child holds and can shine, so please assess the photobiological (UV/optical radiation) hazard and report the risk-group classification. The battery type (coin cell) is irrelevant to this hazard — it applies because the device emits UV. Please confirm scope and advise if any exposure limits are exceeded.
  • ISO/IEC 17025 confirmation: confirm the Reese's Law / ANSI-UL-4200A battery scope on the UV light is performed under your ISO/IEC 17025 accreditation (or note if subcontracted).
  • The finished-kit report should carry the product name 'SunPop Magic UV Bounce Kit' for Amazon title-match.
  • Target age 4+, but Reese's Law / GCC applies regardless of age. Please validate the final minimum age during assessment.

  • Soluble Boron: perform a Soluble Boron assessment as part of the ASTM D4236 toxicological review. While not federally mandated in the US, Amazon frequently uses EN71-3 (European) safety benchmarks for Boron in slime / PVA products as a global safety baseline.
  • Disclose / assess all PVA "space glue" components fully.

  • Artwork-first labeling review: physical samples for testing + digital artwork (PDF / AI) for label & packaging review. Bulk packaging is printed after testing passes.

  • ASINs are TBD (new launches) and will be provided once listings are live.

❓ FAQ — Please Read Before Quoting

Are the UV Ball and the UV Kit the same product?

No. Product 2 (VP-UVB-9202) is the ball sold on its own. Product 3 (VP-UVK-9202K) is a retail kit containing the same ball plus a UV keychain light. They ship on separate ASINs and each requires its own CPC.

Do we need to test the ball twice (once for Product 2, once for Product 3)? — IMPORTANT, cost-saving

No. The ball material and manufacturer are identical. Test the ball fully under Product 2, then cross-reference the ball chemistry (heavy metals, lead, phthalates) into the Product 3 report. Only the UV light component + finished-kit physical/labeling work is unique to Product 3.

Why does the Kit (Product 3) still need its own physical/mechanical + labeling test if the ball is already tested?

Because the assembled kit is a new toy: it introduces a UV-emitting LED, a coin-cell battery, and new retail packaging with its own warnings. ASTM F963-23 physical/mechanical is evaluated on the as-sold configuration, and Reese's Law / IEC 62471 apply to the UV light. Labeling and tracking-label review must reflect the kit's packaging.

Does the Kit need a GCC if we grade it 4+?

Yes. Reese's Law (16 CFR Part 1263) applies to any consumer product containing or designed to use a button/coin cell battery, regardless of age grade. A GCC covering the coin-cell requirements is required in addition to the CPC.

Who issues the CPC — the lab or VELIN?

VELIN GROUP LLC (as importer of record) issues and signs the CPC and GCC, citing the lab's test reports. The lab issues the underlying ASTM F963-23 / CPSIA / Reese's Law test reports that the CPC references.
